"In keeping with our elected mandate from the citizens of Cambria County, we commissioned an independent evaluation of all five of our County Government human services agencies. Being three newly elected County Commissioners, we wanted to immediately know from an independent and objective evaluator two things:
- What are the areas 'where the agencies excel' in serving people and cost effectiveness?
- What are the concerns and areas where the agencies 'need to improve' and implement changes and reforms?
We now have obtained the answers to these two questions in this Evaluation Report and are pleased to present this Report to the citizens of Cambria County. We would welcome any written feedback on the positive findings of 'what we are doing right', and the areas of concern for follow-up attention where we 'need to improve' and reform our system of human services.
We commend our Human Services Director, Agency Administrators, and all our human services staff for a job well done in participating in this evaluation. We also commend the outstanding work of the Independent Evaluators from Lancaster, Pennsylvania - Human Services Planning Systems (HSPS), Inc. This Evaluation Report demonstrates the thoroughness and comprehensiveness of their work."
