Making Outcome Results Numbers COMMUNICATE for Elected Officials, Funding Sources, Agency Boards, Management Staff, Service Staff, and Clients

HSPS, Inc., of Lancaster, Pennsylvania, was founded in 1976 by J. Dean Burkholder to provide technical assistance to human service agencies in planning and evaluation activities. During the most recent years, HSPS has helped human service agencies nationwide, in the implementation of an Outcome Results System (ORS) for justifying funding requests and improving services.

J. Dean Burkholder is the author of the Outcome Results Dictionary that includes 250+ outcome goals and indicators for measuring goal achievement as either major, moderate, some, or none. The Dictionary gives agencies a language and measures for making outcome results numbers communicate.

In addition, HSPS provides management training in using outcome results information, social work practices/case management training for service staff, and training in using the Outcome Results System (ORS) Software developed in partnership with Design Data Corporation of Lancaster, Pennsylvania.

HSPS President and Outcome Results Auditor, J. Dean Burkholder, has been a speaker and workshop facilitator at the past seven National Conferences for the 1,000 Community Action Agencies in the United States. He has also spoken at State and National Head Start conferences.

An effective outcome results system includes:

  • Summarized outcome results information that elected officials and funding sources can understand.

  • Justifying existing dollars and obtaining new funding grants.

  • Staying competitive with other agencies vying for the same dollars.

  • Knowing what is being done right vs. what needs to be improved.

  • Summarized information a manager can use for evaluating both service performance and staff performance.

  • Making outcome goals and results benefit each client and become a part of the service practices.

  • Avoiding excessive data collection with very little/no summarized 'arithmetic' being done.
